Rules and Regulations
Section 1 to 20 are the bylaws (see page bylaws).
Section 21. RULES OF THE ASSOCIATION
A. MEMBERSHIP: Association membership runs on a yearly basis with renewal before 1st January each year. Members are contacted in Novembers newsletter with a membership form to fill in.
B. If a member has not paid his membership for more than a year he can become a member again by paying his membership.
Section 22: DISCIPLINE and/or SUSPENSION of MEMBRES:
A. Cause of sanction or suspension of a membre. Violation of association rules, deliberately or otherwiset. Falsification of Papiers.
B. Les étapes de discipline.
1) L'AFCC reçoit la plainte. Une somme de 30,50 € devra accompagner la plainte.
2) Le bureau de l'AFCC fera une enquête pour voir si la plainte est légitime.
Si la plainte est légitime la discipline sera: Pour falsification des documents d'inscription (application d'inscription, transfert de propriété ou breeders reports)
a) The first time - the membre shall be suspended of his membership rights which includes registering horses or foals for one year. The member should ask to be integrated by written letter.
b) The papers in the name of the violater will be recalled for correction at his cost. The papers held by other owners will be recalled but will be charged to the new owner.
c) The second time - the member shall be suspended of his membership rights which includes registering horses or foals for 5 years. After 5 years the member should ask to be integrated by written letter.
d) The violation of the rules for all AFCC sponsored programmes can entail a member to be suspended from the shows and points program. The same thing will aply to non-members for similar violations.
SECTIONS 23 - 29 NOT ATTRIBUTED
Section 30: STUD BOOK AMERICAIN
a) AMERICAN CREME (A/C): To register a horse as an American Creme the parents must be registered in the ACHR or an approuved stud book. With at least one parent being registered section creme. The skin must be pink or pumpkin and the coat must be of the couleur in the standard of the race. The eyes must be blue to blue green..
b) NATIONAL RECORDING CLUB (NRC) Stud book for Palomino and Buckskin foals from registered stock.
Section 31 : INSCRIPTION OF HORSES in the french Creme Horse register.
1) The only horses to be called Creme are those registered in the American Creme Horse Registry section creme or section breeding stock in which is integratrd the French registry.
2) Registration in the French Registry will be by ascendence or importation.
3) Is automatically registered from ascendence all foals born in France not able to be registered in a recognized Stud Book or Registry managed in France under the following conditions :
From two horses approuved by the french creme horse register under the conditions of the des articles 8 and 9, which one at least is registered in the creme section of the stud book.
- one parent section creme and one parent section breeding stock.
- one parent section creme and one parent registered in an international Quarter Horse Registry..
- one parent section creme and one parent registered in an international Lusitanien Registry.
- one parent section creme and one parent registered in an international Barbe / Arabe Barbe Registry.
4) From a declared service from an approuved stallion.
5) After having been declared within 15 days of birth to the French National Stud.
6) After having had the description taken whilst still with the dam before weaning and before the 31 december of that year by a qualified person from the national stud or other qualified person.
7) Having been genotyped with both parents. Births from 2007
8) After being fitted with a Micro Chip.
9) After having received the paper « Certificat of Registration » delivered by the American Creme Horse Registry, a photocopie signed "copie conforme" by the owner must be transmitted to the French National Stud.
10) Numbered and Registered with the SIRE data base who delivers the horses passeport.
Section 32: STANDARD SECTION CREME
Body : Expressive head with big eyes, ganaches bien dessinés, long neck cou long avec attache de l’encolure fine; long sloping shoulder well muscled; poitrail profond; short back; rein large; croup rond et bien musclé; cuisse bien musclée; paturons de longueur moyenne et oblique.
Colour: White to cream with mane and tail white to russet.
Skin
: Pink, a few black spots round the eyes, mouth or grnitals is accpeted but mottled skin is eliminiary.
Eyes : Blue, blue green.
Blood
: Quarter Horse, Potuguese/Spanish et Arabe.
Height : 14h 3 to 16h 2 with an average of 15h 2 to 16h.
Weight
: 950lbs to 1100lbs.
Caracter: Volontary, gentil, nice natured and proud.
STANDARD SECTION BREEDING STOCK
The same as as above but Palomino or Buckskin colouring with dark eyes and dark skin.
Article 33: RULES OF INSCRIPTION
A. Only horses from American Creme Horse registered parents, section creme or section breeding stock or an approuved outcross registry can be registered with at least one parent being registered in the section creme registry.
B. Foals registered CREME ou BREEDING STOCK must have their decription taken by an agent from the national stud or an approuved vet and must be micro chipped. Foals from 2007 onwards must also be genetic test for affiliation with their parents. Registration must be made on association paper with a service certificat and shall be sent to the french association with 5 photos, front, back, each side, and one with dam plus the registration price. This shall be charged to the owner of the horse.
C. At three years old or before a stallion serves the horse must be seen by an approuved vet for confirmation. The stallions that will start serving in 2008 must pass before a commission in 2007 to become an approuved stallion. He must be checked for a parrot mouth condition and have two testicules descended. A horse with a parrot mouth condition or who is cryptorchid (both of these conditions is a hereditory condition) will not be approuved as a stallion and his foals will not be allowed registration. For the mares nothing changes. an approuved vet must fill in the confirmation paper. This paper must be filled in and sent to the french association with the original ACHA paper, 4 recent photos and the price of the transaction for validation, Without validation the horse will not be authorised to breed and will not be able to take part in AFCC shows.
D. The association is not responsable for mistakes made by the demander. If mistakes, falsifying or things not filled in are made, the association keeps the right to suspend or correct the horse paper. The owner will be asked to send the paper back to the association for correction. These charges are for the owner of the horse.
E. A horse that does not have a nice temperament, that bites or kicks or is dangerous to people or other horses will not be approuved for reproduction and their foals will not be registered.
F. An ACHR registered horse, that for one reason or another is not approuved for reproduction can participate in AFCC shows if sterilized. A certificat of sterilization by a veterinaire must be sent to the association with the original ACHR paper with the appropriate fee for mdification.
G. If the colour of a horse changes the ACHR paper must be sent back to the association with the appropriate fee for modification. The horse will be registered in the NRC register.
When you receive the ACHR paper, make a copie and keep it safe.
Article 34: SIGNALEMENT
A: All foals registered in the section CREME or section BREEDING STOCK must have their signalement taken before weaning by a National Stud agent or an approuved vet and must also be fitted with a micro chip. From 2007 all foals must be parentage verified.
Section 35: DNA.
Each stallion must have his DNA registered with the laboratory LABOGENA, Domaine de Vilvert, 78352 Jouy-en-Josas.
Ask LABOGENA for the kit.
A vet must come and take the sample and fill in the papers. This must then be sent to Labogena and the results must be sent to the association.
Article 36: TATOO OU SCARS
All marks, tatoos or scars, and the number of the micro chip must be put down on the registration demand.
Article 37: GELDINGS
A. When a colt or stallion is castrated the association must be told immediately.
B. The ACHR paper must be sent to the association with a note from the vet indicating the type of surgery used and tthe fee. The association will note the change on the paper and send back to the owner.
C. Any wrting on the ACHR paper not made by the registrar will render the paper nul and void.
Article 38: HEIGHT
The adult horse must have a minimum height of 14h 2 and a maximum height of 16h.
Article 39: A HORSES AGE.
A. A horses age shall be based on a calendar year which starts on january 1st of his birth year.
B. A horse is a foal for this first calendar year. (date of birth to december 31)
C. A horse is a yearling for the calendar year after. (1st january to 31 december).
D. If a horse is sold without having been registered, the stable name will be nul and void and the new owner cna give the name that he chooses.
Article 40: NAMES
A. The rules hereunder will be applied for horses names.
B. The names must not exceed 21 letters and spaces. No apostrophes, hyphens or other punctuations will be allowed.
C. The name must not be a duplicate of a name already used.
D. In shows the registered name of the horse must be used.
Article 41: CHANGE OF NAME.
A. From January 2000 no name change is allowed.
Article 42: STABLE NAME
A. A stable name must be registered with the l'AFCC et l’AWACHR. A certificat and number will give you the right to use this name.
B. NO DUPLICATE name registered in other stud books will be allowed! (Except if you allready have your name in another stud book, you will need to send the prooof of this name to the association. :
C. Only foals of your mares or mares that are loaned to you have the right to this stable name.
Article 43: SERVICE CERTIFICAT
A. Stallion owners whose stallions serve other peoples horses must give the mares owners an AFCC ACHR service certificat.You must fill them in, date them and signe them. A the birth of the foal the owner of the mare must send this service certificat to the association filled in on the other side with the details of the foal within 15 days of birth.
Article 44: BREEDER:
The breeder for the Association American is the owner of the stallion. The owner is the owner of the mare and therefore the owner of the foal. If the mare is loaned a copy of the location paper signed by both parties must be sent in with this paper.
DECLARATION OF BIRTH : You must send in the declaration to the association AFCC within 15 days for the foal to be eligible for registration.
Article 45: BREEDERS REPORT
A. The owner or locataire of a registered ACHR section CREME ou section BREEDING STOCK stallion must fill in each year a breeders report, it must contain the names and registered numbers of each mare and the service dates, if served in hand, pasture bred or artificieal insemination. This report must be sent in to the 'Association Française du Cheval Crème before the 30 November of that year. You must note down all mares served, your own and those of others. Each stallion must have his own breeders reoprt. These papers are free of change and can be printed out.
B. Thirty days (30) must pass before a mare can be serviced by a different stallion for the foals to be registerable. .
C A fine of 20 € will be billed to any stallion owner that is late sending in the breeders report, postal date taken into account. The foals born from stallions owners that have not sent in the breeders report will not be registerable.
Article 46: CHANGE OF OWNERSHIP
A. RESPONSIBILITE. The old or new owner must fill in the document change of ownership, horses name, number, new owner, this must be signed by the two parties.
B. THE BUYER must send in this document to the AFCC with the ACHR paper (original) and the fee for the transfer. If the change of ownership is after 1 month but before 1 year one photo of the horse is required. If the change of ownership is after 1 year 5 photos will be required. Front, sides, back and one of the head. The association will send the paper to the nex owner.
Article 47: DUPLICAT PAPER
A duplicat paper is given to the owner of a horse when the originel is lost or stolen. A written proof of details of loss or theft is neaded dult signed by the owner of the horse.
Article 48: DEATH OF A HORSE
A. At the death of a horse the paper must be sent to the association.
B. The horses file and paper will be marked deceased and the paper will be returned to the owner.
C. A dead horse cannot be registered with the association.
D. When a horse has reached 30 years old on the 1st january of the birth year the horse will be presumed dead and his file will be marked accordingly without the association getting in touch with the owner. The horse will no longer be approuved for reproducing and foals born after this date will not be registerable. If the horse is not dead the owner must supply the association each year with a vets certificat stating that the horse is still alive.
Article 49: REPRODUCTION TECHNIQUES.
Foals from artificial insemintation and embryonic transfers can be registered in the ACHR and in the Registre Français du Cheval Crème as of 2007.
No cloned foals will be registered in the Registre Français du Cheval Crème.
