Rules of the
French Registre of the Creme Horse

 

Article 1 :

The present rules fix the conditions of the inscription of Creme and NRC horses in the French Creme Horse Register. It is established by the commission of the register and conforms with the rules of the American Creme Horse Registry this is approuved by the Minister of Agriculture after the commission of the stud book. The "Institut français du cheval et de l'équitation" (IFCE) is charged with applying these rules.

Article 2 :

Le French Creme Horse Register is comprised of :

1)    A repertory for stallions authorized as Breeding Stock
2)    A repertory for mares authorized as Breeding Stock.
3)    A repertory for foals registered by ascendance.
4)    A repertory for imported horses.
5)    A tentative repertory for horses.
6)    A list of breeders of Creme Horses.

Article 3 :

The only horses that can be called Creme are those who are registered in the "American Creme Horse Registry" (section creme or section breeding stock) in which the french Register is integrated.

Article 4 :

The registrations of the Creme Horses are made by ascendance, importation, or tentative.

Article 5

Inscription by ascendance

1) From the 1st january 2006, is registered automatically by ascendance all foals born in France that cannot be registered in another stud book in France and which complies to the following conditions :

a) From two horses approuved by the French Register following the conditions of the sections 9 and 11 and from:

- one parent is registered in the section creme or tentative.
- and one parent

         1.registered in the French Register in the (Section crème, Titre initial, Breeding stock)
              or     
         2.  Quarter horse
              or

         3. Lusitanien, approuved as reproducters in their stud book.
              or
         4. Barbe/Arabe barbe
              or
          5. An approuved outcross                         
 
b) From a declared service from an approuved stallion.
c) Having been declared to the French National Stud within 15 days of the birth.
d) Having had the description of the foal taken by a qualified person whilst still with the mother and before weaning.
e) Having been genotyped with both parents. Births from 2007.
f) Having had a mico chip placed by a qualified person.
g) Having obtained the "Certificate of Registration " from the 'American Creme Horse Registry' which a copy certified conform by the owner is sent to the French National Stud.
h) Registered by the SIRE who delivers a passport for the horse.

2) Can also be registered under the same conditions any foal born in France from a registered mare who was served abroad by a registered stallion approuved by the American Creme Horse Registry.

Article 6:

Registration by importation.

Creme Horses imported into France born in another country who have the certificat of registration by the American Creme Horse Registry can be registered in the creme register on the demande of the owner. They must send their dossier to the IFCE Pompadour with :
   
 - A photocopie certified conform by the owner of the "Certificate of Registration" by the American  Creme Horse Registry which will be inserted in the new document. A transaltion of the identification could be asked for.

- A check for the amount due for registering the horse. The owner will receive from the French National Stud an identification document and certificat for the race Creme, which includes the copy of the American Certificate of Registration.

The original Certificate of Registration is to be kept by the owner, this proves ownership to the American Creme Horse Registry.
The paper must be kept up to date with the transfers of ownership but it does not substitute the passport delivered by the French National Stud.

Article 7 :

Tentative Inscription.

Can be tentative registered after the go ahead by the 'American Creme Horse Registry'  and in a time line defined by them, cream coloured stallions, geldings and mares registered OC (origine constatée), that satisfy to the conditions in the annexe 5  and which neither sire or dam are ONC (origine non constatée).

Mares under 2 years of age will have to be confirmed before breeding. Mares 2 years and over will automatically be confirmed if they satisfy to the conditions in article 11.

Stallions will automatically be confirmed if they satisfy to the conditions in article 10.

Article 8 :    

 Commission of the French Creme Horse Register

1)   Composition :
The commission of the French Creme Horse Register is composed of :
         
         - 6 representants of breeders or users designed by the executive committee of the French Creme Horse Association, of which the presidant dont le Président de la commission.
         - 2 representants of the French National Stud designed by the director general, one of who is the secretary. On the initiative of the president experts can be called in for consultation.
2)  Missions :
The commission of the French creme Horse Register is charged :
         a) To propose all modifications to the present rules that are made by the American Creme Horse Registry
         b) To define a breeding programme to apply this and to propose any application relative at the amelioration of the race and its valorisation.
         c) To discuss any particular cases that have been sent to the IFCE.

3) Fonctioning Rules :

The commission meets at the demend of the president or the majority of its members. The convocation must be adressed at least 15 days before the reunion. To vote the commission must be composed of at least 3 representants of the association and 1 representant of the National Stud. The descisions will made by the majority of the members present. in case of equal votes the presidents vote is preponderant. If the descisions or recommandations have a caracter public, les deliberations are confidentiel. The commission can appoint certain of its members to represent the association on its missions.

Article 9 :

Commission national of ranking and confirmation.

1) Composition :

- 2 experts on the breed accredited by the the commission of the French Creme Horse Register,
- a representant of the IFCE designated by the Directeur General, secretary.

2)  Missions :

a) To inspect the stallions or the stallion files to ensure that they comply to the conditions of access and the criteria set out in article 10 and in accordance with  annexe 6. The commission decides on their ranking. The ranking of each stallion presented will figure on the minutes, be signed by the members of the commission and kept by the IFCE.

b)  To examine the mares files to ensure that they comply to the conditions of access and the criteria set out in Article 11. The commission decides if they are confirmed or defered. The reasons for deferment of a candidate must appear on the minutes and signed by all members of the commission and kept by the IFCE.
The deferment of a candidate is pronounced for up to one year.

c)  It decides on the tentative inscription.

For a valid decision the commission must be composed of at least two representatives of the association and one representative of the IFCE.

Article 10 :

Stallion approuval :

As of  1 january 2014 are approuved to produce in the French Creme Horse Register all stallions that comply to the following: 
           · have their identity document validated, their genotype determined, their passport up to date.
          · for cream coloured stallions, provide the association with the laboratory results for the colour genes.
           1.    the presence of two cream genes, unless their parents have been tested and both have the two cream genes.
           2.    the absence of the gray gene, unless their parents have been tested and both are negative for the gray gene.

          * provide the association with the laboratory results negative for the SCID for all stallions including registered Creme stallions having one parent arabe or from the Mayghib line, in accordance with annexe 4, unless both parents have been tested negative.

Also the association verifies that the stallions are registered :

            1. in the French Creme Horse Register in section creme or section breeding stock
            or
           2. in the French Quarter Horse Register, and having provided the laboratory results negative for the HYPP if they are from the IMPRESSIVE line, unless both parents have been tested negative.
            or
            3.  an approuved cross cream coloured (cremello, perlino, smoky cream),
            or
            4.  in the French Lusitanien Register and approuved in their race.
            or
            5.  in the French Barbe/Arabe Barbe Register.

All stallions that respect the above conditions are approuved to breed. They can be presented before the national ranking commission to obtain a ranking other than non presented given by default, see annexe 6.

L'association sends the IFCE the liste of stallions having fullfilled these conditions.

The French service book is then delivered annually if all sanitary conditions are met, see annexe 3.

The French documents for stallions do not substitute for the Stallion Breeders Report of the American Creme Horse Registry.

Article 11 :

Mare approuval

As of  1 january 2014 are approuved to produce in the French Creme Horse Register all mares that comply to the following: 

     - having had their passport validated and having their immatriculation card up to date.
     - being 2 years or older, to be bred at 3 years.
     - having been confirmed by the confirmation commission.
     -· for cream coloured mares, provide the association with the laboratory results for the colour genes.
           1.    the presence of two cream genes, unless their parents have been tested and both have the two cream genes.
           2.    the absence of the gray gene, unless their parents have been tested and both are negative for the gray gene.

          * provide the association with the laboratory results negative for the SCID for all mares including registered Creme mares having one parent arab or from the Mayghib line, in accordance with annexe 4, unless both parents have been tested negative.

          * having had a veterinary examination attested by the confirmation paper in the annexe 2 of the present rules.

Also the association verifies that the mares are registered :

            1. in the French Creme Horse Register in section creme or section breeding stock
            or
            2. in the French Quarter Horse Register, and having provided the laboratory results negative for the HYPP if they are from the IMPRESSIVE line, unless both parents have been tested negative.
            or
            3.   in the French Lusitanien Register.
            or
            4.   in the French Barbe/Arabe Barbe Register.
            or
            5.  an approuved outcross, cream coloured (cremello, perlino, smoky cream),

Article 12 :

Outcross horses

Can be registered as an approuved outcross,   horses :                               

         1. registered in the ACHR
        &
        2. registered in a stud-book recognized in the European Union.
        &
        3.
having received a favorable note from the ranking commission for the registration of the stallion or the mare as an approuved outcross.

 Article 13 :


Reproduction Techniques : The foals born from artificial insemenation (fresh, refrigerated or frozen) or from an embryonic transfer can be registered in the French register as of 2007.

A dead stallions semen is authorized to produce in the French Creme Horse Register and for an unlimited period.  

No cloned foals will be registered in the French Creme Horse Register .
